This section tells you the purpose and function of your encoder decoder controls and indicators. How you use these
controls and indicators is explained in Operation Under Usual Conditions, section IV of this chapter. Do not try to use the
encoder-decoder until you fully understand this section and the Operation Under Usual Conditions section.
